“FERC, NERC, WECC, NUTS,” blurted the overwhelmed power supply analyst at the latest stack of paper that was piled onto his desk as part of the small utility’s effort to keep up with the documentation requirements of the eye-shaded bureaucrats in Washington, DC. “Wading through this morass of documents and requirements will mean the hiring of at least one person just to keep up,” the stalwart PUD employee stated. “Try to justify THAT to the ratepayers when and if we have a rate increase,” he opined.
